Director, Division of Environmental Law and Conventions, D2

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Law and Conventions (DELC) promotes the progressive development and implementation of environmental law to respond to environmental challenges, in particular by supporting States and the international community in strengthening their capacity to develop and implement legal frameworks; and supports the implementation of Multilateral Environmental Agreements (MEAs) by parties, and facilitates inter-linkages and synergies, while respecting the legal autonomy of MEAs and the decisions taken by their respective governing bodies (http://www.unep.org).

Responsibilities:

Formulate and implement the substantive work programme of the Division , determine priorities, and allocate resources for the completion of outputs/results and their timely delivery, in co-operation and co-ordination with other UNEP divisions and offices; Oversee the management of activities undertaken by the Division as a contribution to the UNEP Programme of Work, including preparation, execution and monitoring of budgets, assigning and monitoring of performance parameters and critical indicators and other administrative tasks; Ensure that programmed activities are carried out in a timely fashion and co-ordinate work in the different areas both within the Division and other UNEP divisions and offices, and with other organizations of the United Nations System, donors and agencies as appropriate.

Co-ordinate and oversee the preparation of reports for presentation to donors, United Nations intergovernmental bodies as appropriate. Manage, guide, develop, encourage and train staff under his/her supervision; foster teamwork and communication among staff in the Division and across the organizational boundaries; Chair meetings, seminars, etc., on substantive-related issues; represent the Organization at international, regional, inter-agency meetings, seminars and conferences; provide programmatic/substantive expertise and, when appropriate, hold programmatic/substantive and organizational discussions with representatives of other institutions.

Professionalism: Knowledge of the environment and development field in general and in particular in the area of environmental governance and law and including international environmental conventions and protocols; proven ability to produce reports and papers on technical issues; ability to review and edit the work of others.

comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.

Accountability:
Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Communication:
Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education:A
dvanced University Degree (Masters Degree or equivalent) in one or more of the following disciplines: Social sciences, Natural sciences, Business administration or Management finance, Law, Economics, Environmental management or other relevant field. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.

Work Experience:
Over 15 years of progressively responsible experience in the field of environment and development, human resources management, business or financial in multicultural institutions as well as programme and project planning and analyses, and budgeting. Work experience at the senior officer level assignment in an Organization, desirable.

Languages;
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. A good working knowledge of French is desirable.

Assessment Method:
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency based interview.
