Budget and Finance Officer, P4

This position as located in the Capital Master Plan (CMP) office, established to undertake the renovation and refurbishment of the UN complex. The Budget and Finance Officer will be under the supervision of the Chief of Administration and Communication.

Responsibilities:

With delegated authority, the Budget and Finance Officer will be responsible for the following duties:

Budget preparation:
- Prepare cost estimates and budget proposals for the CMP, including evaluating requirements emanating from other departments of the United Nations in support of the CMP, taking into account recommendations and decisions of the legislative bodies on the CMP budget, the associated costs budgets and any other related-funding.

- Provides detailed input with respect to resource requirements for budget submissions.

- Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration:
- Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures.

- Analyze variances between estimated cost-to-complete and the approved project budget.

- Contribute to cost saving opportunities and Value Engineering in order to bring the project back to budget.

- Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.

- Manages and monitors budget implementation and recommends reallocation of funds as necessary.

- Monitors expenditures to ensure that they remain within authorized levels.

- Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.

- Prepares budget performance submissions.

General:
- Organizes pencil review meetings with the consultants and construction manager in order to ensure timely resolution of discrepancies.

- Monitors and approves the payment of invoices and proposes/implements solutions with respect to problem transactions and irregularities.

- Act as contract manager for the independent estimating firm.

- Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.

- Drafts reports and correspondance for intergovernmental bodies and for management on budgetary issues.

- Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.

- Ensures the integrity of financial and management systems and the controls that underpin them.

- May plan, organize, manage and supervise the work of the Unit/Section assigned. Incumbent may be asked to perform other related duties.

Education:
Advanced university degree (Master’s degree or equivalent) in finance, business administration or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience:
At least seven years experience in a large international organization in budgeting, finance, and in the monitoring and analysis of financial management systems is required. Successful completion of work in a section of the programme budget or demonstrated leadership of a team of staff working on a number of budgets is highly desirable. Experience in a large-scale project management environment is an advantage.

Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.

Languages:
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage

Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice:
This appointment is for the Capital Master Plan project and is limited to the duration of the project. Due to the temporary funding of the project, extension or renewal of appointment is subject to budgetary approval.
