This position is located in the Income Tax Unit, Payroll and Disbursement Section of Accounts Division. The incumbent will operate under the general guidance of the Chief of the Payroll and Disbursement Section and the direct supervision of the Chief, Income Tax Unit.

Responsibilities:

Within delegated authority, the Tax Accountant will be responsible for the following duties:

Assist in administering United Nations income tax reimbursement system. Lead the tax compliance process. Analyze tax accounts and review/evaluate regular financial reports related to taxes. Identify problem transactions and irregularities in related tax accounts, resolving them in a timely and effective manner. Approve/Confirm that proposed obligations or expenditure are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and corresponding approved allotments. Coordinate and supervise the processing of Interoffice Vouchers, billings, and tax claims. Monitor, analyze, and approve transactions for entry into the accounting system (IMIS). Ensure that appropriate internal control systems are functioning to ensure accurate financial reporting and that all relevant records are maintained and participate in the development of tax accounting policies. Assist in preparing financial statements for inclusion in the UN Financial Statements to be audited and provide information needed to respond to internal/external audit observations. Provide advice and guidance concerning tax accounting policies, procedures and practices providing authoritative interpretation of requirements for handling transactions. Define requirements and work with systems units with respect to production of relevant reports. Perform other related duties as required.

Ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations; Knowledge of financial principles and practices including the ones related to the United States Tax Code. Knowledge of UN Financial Regulations and Rules, Staff Rules and Regulations. Advanced computer skills including spreadsheet and database applications. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education:
Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

Work Experience:
Five years of progressively responsible experience in the accounting operations of a large, decentralized organisation with at least two years related to the processing of United States individual income taxes is required. Experience supervising a team is required. Experience utilizing IMIS or a global ERP system is desirable. Experience in the use and application of the UN's financial regulations and rules, accounting policies and practices and exposure to the UN Tax reimbursement system is desirable.

Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of other UN official languages is an advantage.

Assessment Method:
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
