Senior / Lead Contract Engineer - PMC job in UAE

Foster Wheeler currently has an overseas assignment opportunity for a Senior / Lead Contract Engineer from April 2014 for a role in Sharjah, UAE. The assignment will involve twelve to fifteen months in this EPC Contractor's office in a PMC role. You will then follow the project onto the site in Kuwait, with the commissioning and hand-over of the plant scheduled for 2017.

The Kuwait National Petroleum Company (KNPC) is implementing a major project, the Clean Fuel Project (CFP) which comprises the upgrade of two existing refineries. The Clean Fuels Project is a major upgrade and expansion of the existing Mina Al-Ahmadi (MAA) and Mina Abdullah (MAB) refineries. The objective is to increase the overall throughput by 264,000 bpsd to 800,000 bpsd and to increase conversion of fuel oil to higher value products to meet expected market demand and specs for low sulphur content transport fuels.

Job description:

Communicate commercial / contractual risks, threats and issues to both Foster Wheeler and KNPC
Effective team work with members of the FW and KNPC project management team in the EPC Contractor’s office and Kuwait managing commercial / contractual aspects of the package
The ability to work alone and in the team to achieve objectives and deliver results
Effective work planning
Problem solving at a strategic level, working with others to reach a resolution
Establish and maintain long-term working relationships with KNPC and the EPC Contractor
Monitoring that the EPC Contractor meets KNPC's contracting requirements
Intervene, analyse, manage and resolve business conflicts between FW, KNPC and the EPC Contractor
Report efficiently and effectively on contractual issues having the potential to materially threaten the overall program
Provide both advice and support the FW and KNPC project management team in terms of the legal threats and obligations placed
Participate as a member of the project management team playing an active role in the development of the Project
Demonstrate leadership in fitting with the role within the project management team and with KNPC

Qualifications:
Degree Qualified B.S in Engineering
5 years experience in commercial and contractual
15 years experience within the industry and prior experience in a similar role
Experience in PMC or EPC organisations in the field of Refinery/Petrochemicals industries in handling contract administration work for major projects of value not less than US$500 million each
Competent with MS Office, standard business software and the use of metrics to monitor and report on all tasks in progress

Ability to overview situations, review and evaluate, and provide appropriate advice and guidance

Previous experience of working in the process plants, e.g. Oil, Gas, Chemical or Petrochemical industry
Extensive exposure to high value complex engineering projects
Track record in leading a commercial team
Qualifications Bachelors Degree or equivalent
